Epithelium is a tissue composed of layers of cells that line the cavities and surfaces of structures throughout the body. It is also the type of tissue of which many glands are formed. So yes breast and skin cancer can be the primary site of an epithelial tumor, but so can so many other parts of the body. Usually when a pathologist is talking about a tumor invading the epithelial tissues they are referring to the depth of invasion not the primary site of a tumor.
epithelial: Membranous tissue composed of cells lining or covering internal and external surfaces of the body and its organs.
tumour: An abnormal growth of tissue resulting from uncontrolled, progressive multiplication of cells
(Cancer cells are characterized by uncontrolled division leading to abnormal growth and the ability of these cells to invade normal tissue locally or to spread throughout the body, in a process called metastasis.)
So:
Breast cancer is caused by the development of malignant cells in the breast. The malignant cells originate in the lining of the milk glands or ducts of the breast (ductal epithelium)
Skin cancer is the uncontrolled growth of abnormal skin cells. If left unchecked, these cancer cells can spread from the skin into other tissues and organs
