There are 2 reasons for this,
Epithelial cells are rapid growth cells to start with, old ones constantly being shed, as they are replaced so often there is more oportunity for mutation.
These cells are also on surfaces, so are more often exposed to carcinogenic substances, again giving more chance of mutation into cancerous cells.

With the lungs and skin, I’d guess that it’s constant exposure to cancer-causing substances — i.e. tobacco and the sun.
